Siddaramaiah To Be Karnataka Chief Minister, DK Shivakumar Deputy: Sources

New Delhi: After four days of hard negotiations, the Congress will announce Siddaramaiah as the Chief Minister and DK Shivakumar his deputy at the Congress Legislative Party meeting in Bengaluru this evening, sources have said. They will take oath on Saturday.

Following are the latest developments in this big story:

  1. Siddaramaiah will be elected as the Congress Legislative Party leader and cabinet formation discussions are almost complete, sources said, adding that Congress chief Mallikarjun Kharge worked through the night to find a solution.

  2. Sources close to Mr Shivakumar said that he had accepted the Number 2 position following an intervention by former Congress president Sonia Gandhi. The sources said the veteran leader had agreed to make the "sacrifice in the interest of the party".

  3. DK Suresh, Congress MP and Mr Shivakumar's brother, told NDTV that they are "not happy". "My brother wanted to be Chief Minister. We are not happy with this decision," he said.

  4. Mr Siddaramaiah and Mr Shivakumar will be meeting Congress general secretary KC Venugopal. This will be the first meeting between the two leaders since the tussle for the top post began.

  5. Earlier, Mr Kharge and Rahul Gandhi had made two offers to Mr Shivakumar at a meeting in Delhi on Wednesday. But the meet remained inconclusive, with the top post contender turning down both options, sources said. Another meet was held later in the evening.

  6. Sources said the first option gave Mr Shivakumar the post of the state's single Deputy Chief Minister post alongside his current job -- heading the state party unit. He was also offered six ministries of his choice.

  7. There was also Option 2 -- power sharing between Mr Shivakumar and Mr Siddaramaiah. Under this, Mr Siddaramaiah was to get the top post for two years, and would have been followed by Mr Shivakumar for three years, sources said. But sources said neither Mr Shivakumar nor Mr Siddaramaiah were ready to go second.

  8. There is no clarity on whether there has been a final decision on rotational Chief Ministership yet. The power sharing arrangement, it is learnt, now hinges on the Congress's performance in Karnataka in the general election next year.

  9. Failure to find a solution acceptable to all may cost the Congress dear in next year's general election. While Mr Shivakumar has a following among the state's politically crucial Vokkaligas, Mr Siddaramaiah has the support of the AHINDA platform -- an old social combination of minorities, Other Backward Classes, and Dalits, which had voted en masse for the Congress.

  10. Mr Shivakumar, though, has ruled out rebellion. "If the party wants, they can give me the responsibility... Ours is a united house. I don't want to divide anyone here. Whether they like me or not, I am a responsible man. I will not backstab, and I will not blackmail," he has said.

Behind DK Shivakumar Accepting No. 2 Spot, Sonia Gandhi's Big Role

After long deliberations, Karnataka Congress Chief, DK Shivakumar, has reluctantly accepted to take up the Deputy Chief Minister's role following former party president Sonia Gandhi's intervention, sources claimed.

Party sources say the Congress top brass has chosen Siddaraiamah for the Chief Minister post, with Mr Shivakumar as his deputy.

The deal was clinched after Sonia Gandhi spoke to Mr Shivakumar, who had been firm on his demand for the Chief Minister post, late last evening to resolve the deadlock.

Sources close to Mr Shivakumar said he decided to make the "sacrifice" and agreed to be Deputy Chief Minister of Karnataka in the interest of the party.

An official announcement will be made likely later this evening after a key meeting of the Congress Legislative Party (CLP) in Bengaluru.

The Congress had been struggling to get Mr Shivakumar on board with the idea of a second term for Mr Siddaramaiah in the top post, who reportedly has the support of most MLAs.

Both Mr Siddaramaiah and Mr Shivakumar had met Congress President Mallikarjun Kharge, Rahul Gandhi and Party General Secretary KC Venugopal yesterday - presenting their cases as contenders for the Chief Minister post.

Speaking to the media outside Mr Kharge's residence, Congress leader Randeep Singh Surjewala said a decision could take 48 hours more and another 24 for announcing the cabinet.

Mrs Gandhi spoke to Mr Shivakumar late last evening after which he accepted the number 2 spot, sources said.

The oath-taking ceremony is scheduled to be held on Saturday, with all like-minded parties attending the event. Sources said the power-sharing arrangement is being fine-tuned.

While Mr Siddaramaiah is seen to be a leader with mass appeal and completed a full term in 2018, Mr Shivakumar is known for his strong organisational capabilities, and is considered resourceful and Congress' troubleshooter during tough times.

Mr Shivakumar had been insisting on the top post, citing his work over the last four years -after Congress's coalition government with HD Kumaraswamy's Janata Dal Secular had collapsed following a mass party switch by MLAs. But he also said he would not resort to "blackmail".

He said he had assured the Gandhis and Mallikarjun Kharge that he will deliver Karnataka.

"Sonia Gandhi told me, 'I have confidence in you that you will deliver Karnataka'. I am sitting here, doing my regular responsibility. You should have the basic courtesy, a bit of gratitude. They should have the courtesy to acknowledge who is behind the win," he had told NDTV in an exclusive interview earlier.

An NDTV survey during the election campaign revealed that Siddaramaiah was the most popular choice for the next Karnataka Chief Minister. The BJP won 66 seats, and HD Kumaraswamy's Janata Dal-Secular won 19 seats.

The Congress won a clear majority in last week's assembly elections, finishing with 135 seats in the 224-member assembly.

The BJP won 66 seats with a 36 per cent vote share, and HD Kumaraswamy's Janata Dal Secular won 19 seats with a vote share of 13.29 per cent.
